Overview

This consultation concerns the NGET proposals relevant to GB for the Synchronous Area Operational Methodologies (SAOM), LFC Block Operational Methodologies (LFCBOAM), LFC Operational Area Methodology (LOAM) and Monitoring Area Operational Methodology (MAOM) on from Part IV of the SOGL regulation on Load Frequency Control and Reserves. These have been developed in accordance with Articles 118, 119, 120 and 121 respectively of the Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SOGL).

SOGL requires that TSOs of each synchronous area responsible for operating load frequency control and reserves, which for GB is NGET alone, must develop SAOM, LFCBOAM, LOAM and MAOM by 12 months after the entry into force of SOGL, 14 September 2018.

The SAOM and LFCBOAM are contained in two respective documents with text relative to the legal articles.  These documents aim at presenting operational rules from GB according to the pan-EU framework, thereby facilitating greater cross-border cooperation in matters of security and in facilitates the development of cross-border balancing services in terms of sharing and exchange of reserves.

The LOAM and MAOM documents contain a single methodology each.

Why your views matter

SOGL Articles 118 and 119 methodologies that are also referenced in SOGL articles 6(3)(d), 6(3)(e) and article 11 must have a statutory public consultation prior to NRA approval.  These are Part-A (Title 2) Articles in the SAOM and LFCBOAM documents which have already been consulted upon from 5th April to 18th May 2018.  Following feedback from that first consultation, these texts have been revised and improved. 

In the interest of transparency and inclusiveness, NGET has voluntarily elected to conduct a further public consultation on the complete set of methodologies for Part-A (Title 2) and Part-B (Title 3) from the SAOM and LFCBOAM documents as well as the LOAM and MAOM.
