Amendments to the Coordinated Security Analysis methodology (SO GL Art. 75)

Overview

This consultation concerns the all TSOs proposal for the methodology for coordinating operational security analysis developed in accordance with article 75(1) of the Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO GL).

In accordance with the ACER Decision of June 2019  (link to ACER decision here), Article 21 and Article 27 of CSAm shall be amended and submitted to ACER by 19 December 2020.

The following amendments are included in the proposed CSAm Amendments:

  • Amendment to CSAm Art. 21 Remedial actions inclusion in individual grid models
  • Amendment to CSAm Art. 27 Coordination of XNEs and XRAs in Overlapping zones (inter-CCR)

The following amendment is yet under discussion with ACER/NRAs but a high-level description is provided in the explanatory document:

  • Amendment to CSAm Art. 27 Cost sharing for XNEs and XRAs in Overlapping zones (inter-CCR)

Why your views matter

ENTSO-E consults on the proposal for the methodology for coordinating operational security analysis to get the input from stakeholders on the proposal and to fulfil the requirements from article 11 of Regulation 2017/1485 (SO GL).

What happens next

ENTSO-E and all TSOs shall duly take into account the views of stakeholders resulting from the consultation and use them to prepare the final version of the document that will be submitted to ACER by 19 December 2020.

In all cases, a sound justification for including or not including the views resulting from the consultation shall be provided together with the submission of the proposal and published in a timely manner before, or simultaneously with the publication of the methodology.
