Harmonised Allocation Rules review of main body and regional annexes
Overview
This consultation is based on Article 6 of Commission Regulation (EU) 2016/1719 (FCA Regulation) and concerns the review of Harmonised Allocation Rules in accordance with Article 68(5) of these rules. Together with the Harmonised Allocation Rules main body all annexes which propose amendments will be consulted.

Core CCR specific Annex 1
The consultation of the Core specific HAR Annex (Annex 1) is based on Article 4(12) of the FCA Regulation and concerns the by Core TSOs proposed second amendment of the CCR Core TSOs’ Specific Annex to the Harmonised Allocation Rules for long-term transmission rights in accordance with Article 52(3) of the FCA Regulation. This second amendment proposal covers changes of the caps on compensation that shall be applicable to the BE-DE/LU border in accordance with Article 59(2) of the HAR. It also considers the deletion of border specific stipulations for the Hungarian/Romanian bidding zone border according to Article 21 of the previous HAR Annex 1. Furthermore, the newly introduced Article 22 captures the planned switch from PTRs to FTR Options at the AT-CZ and AT-HU bidding zone borders in parallel to the go-live of the day-ahead implicit allocation at the affected bidding zone borders. Article 22 thus follows the ”2nd Amendment of the Core CCR TSOs' regional design of long-term Transmission rights” which has been submitted in April 2019 for approval to all NRAs of the CCR Core. TSOs of the CCR Core initiate this public online consultation for a period of not less than one month in accordance with Article 6(1) of the FCA Regulation.

What happens next
After consultation, TSOs will carefully analyse the received responses, amend the documents if needed and assemble all views in a Consultation Report. The final Harmonised Allocation Rules will be submitted afterwards to all NRAs/ACER for approval. The regional and border specific annex will be submitted to the respective NRAs for approval.
