Overview

ENTSO-E has issued a draft of the Harmonised Allocation Rules (HAR) for public consultation. The HAR will apply for forward capacity allocation, subject to relevant approval from national regulators, and for allocated long term transmission rights which delivery date is 1st of January 2016 or later.

The draft HAR is the result of an ongoing early implementation project of the Network Code on Forward Capacity Allocation. In order to deliver this project, a stakeholder advisory group was set up early in the process by ENTSO-E.

The HAR will be a major milestone in achieving the following objectives:

  1. promoting the development of liquid and competitive forward markets in a coordinated manner across Europe, and;
  2. providing market participants with the ability to hedge their risk associated with cross-border electricity trading. 

Regional and border specific rules have been drafted by the relevant TSOs. They are attached to this public consultation, along with several sets of open questions relating to some of the regions.

Why your views matter

ENTSO-E strongly values stakeholder contributions and feedback. To facilitate this exchange, ENTSO-E holds open, transparent on-line consultations at the early stages of the drafting process on major ENTSO-E work products that impact pan-European energy transmission.

This pubic consultation is a key element of the stakeholder engagement strategy for the HAR project, along with the regular meetings of the stakeholder advisory group and with the public workshop that ENTSO-E will organize in March. Active stakeholder engagement is a prerequisite to further improve and develop the HAR. 

Please note that ENTSO-E has also published the template of the Participation Agreement as it is strongly related to the HAR, but it does not expect comments on this document.

What happens next

As part of the consultation on the Harmonised Allocation Rules, ENTSO-E invites stakeholders to register for a public workshop to be held at the Martin's Brussels EU Hotel - Boulevard Charlemagne 80, B - 1000 Brussels Belgium -. All parties that will be impacted by the HAR will have the opportunity to express their views, ask questions and requests clarifications.

To participate in this public workshop please register no later than 11 March 2015 by using the form accessible on this page.

All comments received will be published after the web-based consultation has ended on 30 March. Comments will be assessed by ENTSO-E in case these are related to the body text of the HAR and by relevant TSOs in case they relate to  regional/border specific annexes, where applicable. Comments will be used to further develop and improve the HAR.

The assessment of all comments, as well as the final HAR submitted for NRAs’ approval, will be published by the end of summer 2015 at the latest.
