TYNDP 2026 CBA Implementation Guidelines Public Consultation

Overview

The Implementation Guidelines for the TYNDP 2026 Cost-Benefit Analysis (CBA)  is an accompanying document of the 4th ENTSO-E CBA Guideline.  In this document, more guidance and information on data, methodology, tools and illustrative examples to be used for the assessment of network development projects are provided. The Implementation Guidelines are to be updated for each new edition of the TYNDP to specify how the CBA guideline is to be implemented.

Following the feedback received for the previous edition ( TYNDP 2024 CBA Implementation Guidelines), the Implementation Guidelines have been updated as much as possible.

Main changes include:

  1. Revised assessment definitions aligned with the TYNDP 2026 scenario framework
  2. Inclusion of a climate adaptation indicator
  3. Deleted sanity check for hybrid projects.
  4. Central ENTSO-E delta Net Transfer Capacity (dNTC) calculations and verification of dNTC compliance
  5. Refinement of the methodology of the efficiency indicator (ET2) and renewable penetration indicator (ET3) to contribute to the European Energy targets
  6. Inclusion of Carbon Border Adjustment Mechanism (CBAM)

ENTSO-E is also organising a public webinar to foster engagement and further gather stakeholders' feedback on 23/01/2026. Further Information on the webinar and the webinar registration can be found here.

Based on the comments received from the survey of this public consultation and from the public workshop, the Implementation Guidelines will be reviewed for a final version to be published next year.

ENTSO-E has also prepared questions dedicated to some specific topics in order to receive concrete feedback on topics of major interest.
