Coordination of technical cooperation between Community and third-country TSOs

Overview

The Third Energy Package tasked ENTSO-E with providing “Recommendations relating to the coordination of technical cooperation between Community and third-country transmission system operators”. These recommendations mainly focus on transmission system operators (TSOs) which are not members of ENTSO-E, as the technical cooperation between ENTSO-E members is already well developed.

The recommendation suggested by ENTSO-E and presented to stakeholders views in this consultation will not be binding. ENTSO-E is not empowered to prescribe binding rules for its members without specific contractual agreements. The same applies for non ENTSO-E member TSOs.

The technical cooperation between TSOs worldwide normally takes place under the auspices of several international organisations, such as Cigré, IEEE, IEC for standardisation, etc (see related links at the bottom of this page). However ENTSO-E identified some key areas where its involvement would be beneficial:

  • The ongoing decarbonisation of the power industry has introduced previously unknown technical challenges for system operation and network expansion. Sharing of best practice on traditional and new issues will help all involved parties on their way towards a sustainable energy future.
  • Sharing best practice arising from the liberalisation of the electricity market with TSOs from third countries – and also learning from them – will foster the worldwide advancement of efficient power economics.
  • The development of new interconnections between ENTSO-E members and other TSOs require extraordinary cooperation.
     

These three fields of cooperation are developed in the consultation document. The consultation document also identifies technical areas and market topics on which exchange of experience will be most beneficial, and addresses extraordinary cooperation between TSOs.

Why your views matter

ENTSO-E values stakeholder contributions and feedback. To facilitate this exchange, ENTSO-E holds open, transparent on-line consultations at the early stages of the drafting process on major ENTSO-E work products that impact pan-European energy transmission.

The aim of this consultation is to gather stakeholders view in order to further improve ENTSO-Es recommendations on the coordination of technical cooperation with third-party TSOs.

What happens next

All comments received during this consultation will be published on ENTSO-E website. ENTSO-E will respond to stakeholder comments in August 2015.
