All Continental Europe TSOs’ proposal for the definition of a minimum activation time period required for LER to remain available during alert state in accordance with Article 156(11) of the SO GL

Overview

According to Article 156(11) of Commission Regulation 2017/1485 of 2 august 2017 establishing a guideline on electricity transmission system operation (SO GL), all Continental Europe (CE) and Nordic TSOs are requested to propose the time period required for FCR providing units or groups with limited energy reservoirs (LER) to remain available during alert state.

According to that Article, the proposal shall be the result of a Cost-Benefit Analysis (CBA). In March 2019 all TSOs of the CE and Nordic synchronous areas have submitted for regulatory approval assumptions and methodology for this CBA. All Nordic NRAs have approved the assumptions and methodology for the CBA on 16th April 2019, whereas all CE NRAs have given their approval on 7th October 2020. After the approval, TSOs have 1 year to submit the proposal to NRAs.

The results of the CBA, performed by all CE and Nordic TSOs according to the approved methodology, have been publicly presented to all stakeholders through a public consultation in March-April 2020.

These results led all Nordic TSOs to propose 15 minutes as a time period for LER.

All TSOs of CE synchronous area performed further analyses aiming at defining the time period for LER, considering its implication on FCR dimensioning and procurement, as a consequence of LER presence.

The purpose of this consultation is to present to stakeholders the proposal of the LER time period to be applied in CE according to SO GL Article 156, together with the results of these further analyses performed by all CE TSOs.

Why your views matter

All TSOs of Continental Europe have been requested to send for approval to their respective NRAs by the 7th of October 2021 the time period required for FCR providing units or groups with limited energy reservoirs (LER) to remain available during alert state. 

As required by SO GL Art. 11, the current proposal should be submitted for public consultation for 1 month. The proposal is attached to this consultation.
