Overview

This consultation concerns the all TSOs proposal for the methodology for assessing the relevance of assets for outage coordination developed in accordance with article 84(1) of the Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO GL).

SO GL requires that all TSOs jointly develop a methodology for assessing the relevance for the outage coordination of power generating modules, demand facilities, and grid elements located in a transmission system or in a distribution system, including closed distribution systems. by 12 months after entry into force of SO GL, 14 September 2018. 

The methodology applies to all TSOs, DSOs, CDSOs and SGUs.

The methodology is interdependent with the methodology for coordinating the operational security analysis developed in accordance with article 75(1) of SO GL, the public consultation on the methodology  for coordinating the operational security analysis has launched in parallel and can be accessed here.

During the drafting of the methodology an informal stakeholder workshop took place on 28 September 2017 with the aim to introduce the chosen approach for the methodology and to gather the stakeholder views.

Why your views matter

ENTSO-E consults on the proposal for the methodology for assessing the relevance of assets for outage coordination to get the input from stakeholders on the proposal and to fulfil the requirements from article 11 of Regulation 2017/1485 (SO GL).

What happens next

ENTSO-E and all TSOs shall duly take into account the views of stakeholders resulting from the consultation and use them to prepare the final version of the document that will be submitted to all regulatory authorities by 14 September 2018.

In all cases, a sound justification for including or not including the views resulting from the consultation shall be provided together with the submission of the proposal and published in a timely manner before, or simultaneously with the publication of the methodology.
