All Continental Europe TSOs’ proposal for the definition of a minimum activation time period required for LER to remain available during alert state in accordance with Article 156(11) of the SO GL, following 2024 updated CBA
Overview
According to Article 156(11) of Commission Regulation 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO GL), all Continental Europe (CE) and Nordic TSOs are requested to propose the time period required for FCR providing units or groups with limited energy reservoirs (LER) to remain available during alert state.
Following the Cost Benefit Analyses (CBA) performed by TSOs in accordance with Art.156(11) of SO GL in October 2021, TSOs submitted the results of the CBA to NRAs with a proposal for the definition of minimum activation time period for LER (TminLER). On 7 December 2022 NRAs provided their official feedback to the TSOs proposal for TminLER in the form of a Request for Amendments (RfA).
One of the activities the NRAs requested to the TSOs concerned a complete re-run of the approved CBA methodology with updated input. The system has faced significant evolutions since the last run of the methodology. The NRAs deem thus as needed an update of both technical and economical input of the methodology.
TSOs decided to maintain the approach on the LER and non-LER costs calculation which has been already used for the previous run of the methodology. All sources and input data to calculate the results have been updated. This approach has been already discussed and approved by TSOs, and has been consulted with stakeholders.
The purpose of this consultation is to present to stakeholders the updated proposed minimum activation time period for LER (TminLER) in Continental Europe Synchronous Area (CE SA), based on the results of the CBA carried out in 2024.
