All TSOs proposal for amending the determination of LFC blocks for the Synchronous Area Continental Europe with regard to the additional Baltic LFC block

Overview

Baltic TSOs are in the process of preparing the synchronization of Baltic States Power System with Synchronous Area Continental Europe. Since the current applicable document “Determination of LFC blocks for the Synchronous Area Continental Europe, in amended version of 11 February 2022” does not cover the Baltic TSOs, LFC areas and LFC block(s), the current version needs to be amended to reflect the situation as of date of synchronization, i.e. 9 February 2025. 

The LFC-block determination generally contributes towards determining the common load-frequency control processes and control structures required by Article 4(1)(a)(c) of SO GL. In particular, the LFC blocks determination specifies the LFC blocks, LFC areas and Monitoring areas in Continental Europe, organized in order to improve the performance of the LFC control and the efficiency of the reserves dimensioning process, while it is consistent with the existing bidding zones. The structure contributes to system security and a common control process and structures, and therefore to the achievement of the objectives of Article 4 of SO GL. 

It is expected that from an operational point of view, it will not impact other LFC blocks.

Why your views matter

The current LFC blocks determination is established in form of all TSOs proposal from 11 February 2022. The proposal satisfies the SA CE TSOs’ obligation under Article 141, 2. SO GL to establish the LFC blocks for SA CE within 4 months of the entry into force of SO GL. The LFC blocks determination became binding with the approval by all SA CE regulatory authorities pursuant to Article 6 (3) g. SO GL.
