TYNDP 2026 Identification of System Needs methodology: Public Consultation
Overview
ENTSO-E is launching this public consultation to seek feedback from a broad range of stakeholders on the methodology for the TYNDP 2026 Identification of System Needs study. The relevant methodology document is available at the ENTSO-E website. (LINK)
The consultation is open to all interested parties, including regulatory authorities, governments, transmission system operators, project promoters, NGOs, industry associations, research institutions / academia, and civil society. ENTSO-E encourages responses on both the technical content and the policy implications.
Through this consultation, ENTSO-E seeks feedback on the following:
- The overall adequacy and appropriateness of the methodological framework for identifying Europe’s future system needs;
- The robustness and transparency of specific methodological choices, including those related to weather scenario selection, robust optimisation, zonal clustering, the treatment of the hydrogen system, and the investment modelling framework;
- The suitability of assumptions, data inputs, and modelling parameters used in the study;
- The treatment of offshore system development, including environmental constraints and other uses of the sea;
- Practical challenges or gaps that stakeholders foresee in the application of the methodology;
- Areas where additional clarity, detail, or alternative approaches may be warranted.
Feedback received through this consultation will be carefully reviewed by ENTSO-E. Where comments identify opportunities for improvement, they might be considered in the finalisation of the System Needs Assessment methodology if the running process of the TYNDP 2026 allows it, otherwise in the development of future TYNDP cycles. ENTSO-E will publish a summary of responses and its position on key feedback received.
Responses to this consultation must be submitted via this consultation hub. Respondents are asked to provide evidence, such as a link to a study or a paper. Comments that are not substantiated cannot be considered.
