European Resource Adequacy Assessment 2021

Overview

Will demand for power in Europe be covered in the next decade by adequate supply? What could be the impact of climate on the European power system? Why is interdependency between European countries essential in assessing security of supply? Why is coordination at all levels necessary?

These are some of the questions addressed in the first edition of ENTSO-E’s European Resource Adequacy Assessment (ERAA): a  pan-European monitoring assessment of power system resource adequacy of up to 10 years ahead. Building on the work done with the Mid-term Adequacy Forecast (MAF), the ERAA is a leap forward in system modelling. It is based upon state-of-the-art methodologies and probabilistic assessments, aiming to model and analyse possible events which can adversely impact the balance between supply and demand of electric power. 

The 2021 edition includes analysis that better accounts for the realities and complexities of the single electricity market, an unparalleled data set which has been updated considering latest TSO forecasts, and an innovative economic viability assessment.

Why your views matter

ENTSO-E consults stakeholders on its European Resource Adequacy Assessment (ERAA) as part of the process to fulfil Regulation (EU) 2019/943 ('Electricity Regulation') legal requirements.

Furthermore, ENTSO-E relies on the contributions of stakeholders to develop the ERAA. Public consultations on the methodology began in 2020, and ENTSO-E has regularly consulted with ACER and EU Member States on the development of the report. ENTSO-E now organizes a public consultation of stakeholders to gather feedback on the ERAA 2021 report and further the improvement of the ERAA. 

Following the methodologies approved by ACER in October 2020, the ERAA becomes a key tool for the detection of adequacy concerns at a pan-European level. The ERAA aims providing stakeholders and policy makers with the data and insights necessary to make informed, qualified decisions and promote the development of the European power system in a reliable, sustainable and connected manner. 

ENTSO-E and its TSO members will continue to ensure that further progress is made, following the implementation roadmap, until the full implementation of the targeted methodology of the ERAA is achieved.
