Overview

Call for interest of participating stakeholders to join the Scenarios External Technical Advisory Group (Scenarios ETAG) by 5 June 2023 

Since 2018, ENTSO-E and ENTSOG have been developing joint scenarios for their respective Ten-Year Network Development Plans (TYNDP). Due to the importance of the TYNDP scenarios for European infrastructure planning, the scenarios benefit from thorough and inclusive stakeholder engagement.

Article 12(3) of Regulation 2022/869 (TEN-E Regulation) of 30 May 2022 specifies that ENTSO-E and ENTSOG ‘shall invite the organisations representing all relevant stakeholders [...] to participate in the scenarios development process, in particular on key elements such as assumptions and how they are reflected in the scenarios data. ACER’s Framework Guidelines on the joint TYNDP scenarios states that ENTSO-E and ENTSOG should create a stakeholder reference group. It adds that a call for interest should target stakeholders listed in Article 12(3) of the TEN-E Regulation and other relevant organisations and independent experts. With this call for interest, and the proposed draft Terms of Reference (ToRs), ENTSOG and ENTSO-E initiate the creation of the independent Scenarios ETAG.

Objectives of the Scenarios ETAG

With the aim of strengthening and complementing existing stakeholder engagement methods, the Scenarios ETAG will have the following objectives:

  1. Identifying and giving feedback to ENTSO-E and ENTSOG on which parts of the scenario-building process benefit from further discussion within Scenarios ETAG;
  2. Providing advice at key stages of the scenario-building process on the inputs, assumptions, and methodologies;
  3. Providing feedback on the scenario-building process at the end of each cycle.

Applications for membership

ENTSO-E and ENTSOG invite interested stakeholders with relevant expertise and a good technical understanding of scenario building or modelling to submit their application to join the Scenarios ETAG by 5 June 2023 via this online application form. Interested stakeholders are invited to read the requirements for membership specified in the draft ToRs (link), section 3.1.1.

The ToR also includes details on the maximum number of representatives per group.

Observer members

EU Member States, the European Commission, ACER and the European Scientific Advisory Board on Climate Change may nominate Observer members to the Scenarios ETAG. Nomination of an Observer member is done via this online platform.
