ENTSO-E Research, Development & Innovation Implementation Plan 2026-2030

Overview

ENTSO-E in accordance with Article 30 (1)(i) of the Regulation (EU) 2019/943, is responsible for coordinating the Research, Development and Innovation (RDI) activities of Transmission System Operators (TSOs). This public consultation aims to collect stakeholders feedback on the ENTSO-E draft "Research, Development and Innovation (RDI) Implementation Plan 2026-2030". 

The Research, Development and Innovation (RDI) Implementation Plan 2026-2030 is the second document in the ENTSO-E reporting cycle, following the Research, Development and Innovation (RDI) Roadmap 2024–2034.

Developed in alignment with the latest ENTSO-E RDI Roadmap 2024–2034, the Implementation Plan translates the Roadmap’s Missions and Milestones into concrete guidance for innovation project proposals, referred to as Project Concepts. The Implementation Plan 2026–2030 defines 13 Project Concepts, jointly developed by transmission system operators (TSOs). Each Project Concept serves as a high-level blueprint that TSOs can use as a common foundation to initiate concrete, real-world projects addressing specific power system innovation challenges.

The Implementation Plan 2026–2030 acts as a catalyst for transformative change across Europe’s power sector. It fosters collaboration led by European TSOs, promotes investment through both private and EU funding instruments, and supports the modernisation of the European electricity system.

Why your views matter

The objective of the public consultation is to gather stakeholders’ feedback on the draft Research, Development and Innovation (RDI) Implementation Plan 2026-2030. Following the consultation, all comments received will be assessed and used to refine and finalise the document accordingly.

The consultation starts on 21 April 2026 and will close on 22 May 2026.

To enhance dialog with the stakeholders, a public webinar will take place on 8 May from 10:00 to 12:00 CET where authors will deep dive into contents of the Implementation Plan draft, in particular, the Project Concepts.
