Overview

This consultation concerns the SEE CCR TSOs’ proposal for an amendment of the Coordinated redispatching and countertrading methodology in accordance with Article 35(1) of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management.

Why your views matter

The methodology for coordinated redispatching and countertrading for the SEE CCR developed in accordance with Article 35(1) of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management was approved by ACER on 25 July 2019.

At the end of 2020, the Common methodology for redispatching and countertrading cost sharing in accordance with Article 74 of Commission Regulation (EU) 2015/1222 of 24 July 2015 and the Methodology for regional operational security coordination in accordance with Article 76(1) of Commission Regulation (EU) 2017/1485 of 2 August 2017 were approved by ACER.

In order to correlate the provisions of the three methodologies, it was necessary to initiate the process of amending the approved methodology for Coordinated redispatching and countertrading in accordance with Article 35(1) of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management.

SEE TSOs are seeking input from stakeholders, including the relevant authorities, market participants and NEMOs on the proposal for amendment of the Coordinated redispatching and countertrading methodology. This public consultation is initiated for a period of one month. The proposal is subject to consultation in accordance with Article 12 of the Commission Regulation (EU) No 2015/1222 of 24 July 2015 establishing a Guideline on Capacity Allocation and Congestion Management.

What happens next

The objective of the public consultation is to collect input and opinions of the interested parties on the proposal for amendment of the Coordinated redispatching and countertrading methodology in accordance with Article 35(1) of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management. Following the public consultation, the TSOs of the SEE CCR will assess the comments received and update the proposal of amendment, if needed. In case any comments are received, a justification for including or not including the received comments will be included when submitting the proposal of amendment.
