Overview

This consultation concerns the regional TSOs’ report assessing the progressive coordination and harmonization of mechanisms and agreements for redispatching and countertrading in accordance with Article 35(3) of the Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management (CACM Regulation). CACM Regulation requires TSOs to provide this report by 26 months after approval of CCRs and not a certain time period after approval of the methodology for coordinated redispatching and countertrading. Nevertheless, in order to work under more clear conditions about the methodology for coordinated redispatching and countertrading, the TSOs of the CCR Italy North requested to their NRAs to postpone the deadline for the submission of the report to 6 months after the approval of the said methodology. The methodology for coordinated redispatching and countertrading following Article 35 of CACM Regulation has been approved by the NRAs of the CCR Italy North on 17/05/2019 and TSOs of CCR Italy North are going to submit the report by 17/11/2019.

We are seeking input from stakeholders and market participants on this important feature. TSOs from the Italy North Capacity Calculation Region (TERNA, RTE, APG and ELES together with Swissgrid as Technical Counterparty) are initiating this open on-line consultation for a period of not less than one month. The report shall be subject to consultation in accordance with Article 12 of the Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a Guideline on Capacity Calculation and Congestion Management (CACM).
