Public Consultation on identified harmonisation options concerning terms and conditions related to the aFRR and mFRR Platforms
Overview
With this survey Transmission System Operators (TSOs) ask stakeholders for input/response to evaluate the identified harmonisation options concerning the terms and conditions according to Article 18 of Regulation (EU) 2017/2195 establishing a guideline on electricity balancing. Following the feedback received in the annual surveys of 2023 and 2024, All TSOs identified possible harmonisation options for each prioritised need on the short list, and developed such shortlist.
Why your views matter
All TSOs will use the responses to this survey to work on terms and conditions harmonisation needs. Following the provisions of Article 16 of the Implementation Frameworks (aFRR, mFRR), All TSOs will then identify possible amendments for the identified issues. The proposal shall also include the necessary implementation time for the amendment of terms and conditions for BSPs.
The focus of the survey is on possible harmonisation at European level. However, since not all TSOs are yet connected to the European platforms for the exchange of balancing energy, All TSOs expect only to gather some general feedback from the stakeholders on the harmonisation options.
