Draft methodologies and common rules for cross-border participation in capacity mechanisms
Overview
Within the Regulation (EU) 2019/943 of 5 June 2019 on the internal market for electricity, Article 26 paragraph 1 introduces an obligation to enable direct cross-border participation of capacity providers located in Member States which are electrical neighbours.
Further in the Regulation (EU) 2019/943, Article 26 paragraph 11 lists common rules, methodologies and terms of operation which aim at facilitating the implementation of direct cross-border participation in capacity mechanisms. ENTSO-E is required to develop a proposal for these six rules, methodologies and terms of operations and to submit it to ACER by 5 July 2020.
This consultation concerns ENTSO-E's proposal for:
- a methodology for calculating the maximum entry capacity for cross-border participation as referred to in Article 26 paragraph 7 of the Regulation (EU) 2019/943;
- a methodology for sharing the revenues referred to in Article 26 paragraph 9 of the Regulation (EU) 2019/943;
- common rules for the carrying out of availability checks referred to in point (b) of Article 26 paragraph 10 of the Regulation (EU) 2019/943;
- common rules for determining when a non-availability payment is due;
- terms of the operation of the registry as referred to in point (a) of Article 26 paragraph 10 of the Regulation (EU) 2019/943;
- common rules for identifying capacity eligible to participate in the capacity mechanism as referred to in point (a) of Article 26 paragraph 10 of the Regulation (EU) 2019/943.
Article 27 of the Regulation (EU) 2019/943 requires that ENTSO-E consults stakeholders and takes the results of the consultation into consideration in its proposal before submitting it to ACER.
A stakeholder workshop will take place on 12 February 2020 to present ENTSO-E proposal and to discuss initial stakeholders' feedback. The registration link and further details about the workshop can be found at this link.

From 12 Feb 2020 at 10:00 to 12 Feb 2020 at 15:00At the stakeholder workshop, ENTSO-E will present the common rules, methodologies and terms of operation which aim at facilitating the implementation of direct participation in capacity mechanisms, explain the rationale for such a proposal, and outline the next steps.
Stakeholders will have the opportunity to exchange views and discuss key questions with the drafting teams.
