Proposal for Amendment of Finnish, Estonian, and Latvian TSOs of Baltic CCR TSOs’ Common Methodology for Splitting Long-Term Cross-Zonal Capacity
Overview
This consultation concerns the regional TSO proposal for the Finnish, Estonian, and Latvian TSOs of Baltic CCR TSOs’ Common Methodology for Splitting Long-Term Cross-Zonal Capacity in Accordance with Article 16 of Commission Regulation (EU) 2016/1719 of 26 September 2016 Establishing a Guideline on Forward Capacity Allocation (FCA Regulation). This proposal will only be applied on the bidding zone border between Estonia and Latvia and Finland and Estonia, as long as there is an exemption according to Article 30 of the FCA Regulation to issuing long-term transmission rights on the other bidding zone borders within the Baltic CCR.
Why your views matter
We are seeking input from all market participants and stakeholders interested, including the relevant authorities of the Baltic CCR Member States, on the proposed Finnish, Estonian, and Latvian TSOs of Baltic CCR TSOs’ Common Methodology for Splitting Long-Term Cross-Zonal Capacity in Accordance with Article 16 of Commission Regulation (EU) 2016/1719 of 26 September 2016 Establishing a Guideline on Forward Capacity Allocation. As the proposal is subject to consultation in accordance with Article 6 of the FCA Regulation, the TSOs of CCR Baltic (Fingrid, Elering and AST) are initiating this open on-line consultation for a period of one month. Fingrid, Elering and AST are the only TSOs in the Baltic CCR that are subject to Article 16 of the FCA Regulation, which is the reason why the other TSOs of the Baltic CCR are not listed as initiating TSOs for this consultation.
