Nordic TSOs’ proposals for frequency quality and FCR related methodologies for the Nordic synchronous area
Overview
This consultation concerns the proposals of all Nordic TSOs for four methodologies related to frequency quality and Frequency Containment Reserves (FCR) as required by Article 118(1) of the commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO Regulation). These methodologies include:
118(1)(a) the dimensioning rules for FCR in accordance with Article 153;
118(1)(b) additional properties of FCR in accordance with Article 154(2);
118(1)(c) the frequency quality defining parameters and the frequency quality target parameters in accordance with Article 127;
118(1)(t) limits for the exchange of FCR between the TSOs in accordance with Article 163(2).

Why your views matter
The proposals regarding the frequency quality and FCR related methodologies for the Nordic synchronous area are subject to public consultation according to article 11 of SO Regulation.
What happens next
The TSOs of the Nordic synchronous area shall duly take into account the views of stakeholders resulting from the consultation and use them to prepare the final version of the document that will be submitted to the Nordic NRAs by 14 September 2018.
In all cases, a sound justification for including or not the views resulting from the consultation shall be provided together with the submission of the proposal and published in a timely manner before, or simultaneously with the publication of the frequency quality and FCR related methodologies for the Nordic synchronous area.
