Nomination Rules for Physical Transmission Rights
Overview
Following the entry into force of Commission Regulation (EU) 2016/1719 of 26 September 2016 establishing a Guideline on Forward Capacity Allocation (the FCA Regulation), all TSOs issuing physical transmission rights (PTRs) on a bidding zone boder shall submit a proposal for the respective nomination rules.
The FCA Regulation aims at promoting the development of liquid and competitive forward markets in a coordinated way across Europe, and at providing market participants with the ability to hedge their risk associated with cross-border electricity trading.
According to Article 36 of the FCA Regulation, the proposals for the nomination rules for PTRs should be submitted by TSOs issuing the PTRs on a bidding zone border to the relevant NRAs for approval by 12 months after the entry into force of the FCA Regulation.
To this end, TSOs have prepared the proposals for the nomination rules for PTRs on bidding zone border level.
Why your views matter
ENTSO-E strongly values stakeholder contributions and feedback. To facilitate this exchange, ENTSO-E holds open, transparent on-line consultations on ENTSO-E work products that impact pan-European energy transmission.
This public consultation is a key element of the stakeholder engagement strategy for delivering the nomination rules for PTRs proposals , along with a public workshop that ENTSO-E will organize in July.
What happens next
As part of the consultation on nomination rules proposals, ENTSO-E invites stakeholders to register for a stakeholder workshop. All interested parties will have the opportunity to express their views, ask questions and request clarifications. The workshop will be held in the form of a webinar.
