Overview

Following the entry into force of Commission Regulation (EU) 2016/1719 of 26 September 2016 establishing a Guideline on Forward Capacity Allocation (the FCA Regulation), all TSOs have to deliver a set of Harmonised Allocation Rules (HAR) for long-term transmission rights.

The FCA Regulation aims at promoting the development of liquid and competitive forward markets in a coordinated way across Europe, and at providing market participants with the ability to hedge their risk associated with cross-border electricity trading. The HAR will belong to the major milestones in delivering this objective.

According to Article 51 of the FCA Regulation, the proposal for the HAR should be submitted by all TSOs to all NRAs by 6 months after the entry into force of the FCA Regulation.

As part of the preparation of this proposal, ENTSO-E has issued a draft of the HAR for public consultation, in accordance with Article 6 of the FCA Regulation. The HAR will apply for forward capacity allocation, subject to relevant approval from national regulators, and for allocated long term transmission rights with delivery date on 1st of January 2018 or later.

Regional and border specific rules have been drafted by the relevant TSOs.

This consultation is focusing on the border specific Annex for the border Bulgaria-Romania.

Both the main body of the HAR and the annexes will also be presented in a public workshop in Brussels for which you can find further information on this webpage.

Why your views matter

ENTSO-E and TSOs strongly value stakeholder contributions and feedback. To facilitate this exchange, open, transparent on-line consultations are conducted on work products that impact pan-European energy transmission.

This public consultation is a key element of the stakeholder engagement strategy for delivering the HAR and its Annexes proposal, along with the public workshop that ENTSO-E will organize in early February.

An active stakeholder engagement is a prerequisite to further improve and develop the HAR.

 

What happens next

As part of the consultation on the HAR, ENTSO-E invites stakeholders to register for a public workshop. All parties that will be impacted by the HAR will have the opportunity to express their views, ask questions and request clarifications. The workshop will be held at the ENTSO-E premises in Brussels.
