ENTSO-E Proposal for the RCC task facilitating the regional procurement of balancing capacity

Overview

For each task set out in Article 37(1) of the Regulation (EU) 2019/943 of the European Parliament and of the Council of 5 June 2019 on the internal market for electricity (“Regulation (EU) 2019/943”) and not already covered by the relevant network codes or guidelines, the European Network of Transmission System Operators for Electricity (“ENTSO-E”) shall develop a proposal in accordance with the procedure set out in Article 27. Regional Coordination Centres (RCCs) shall carry out those tasks on the basis of the proposal following its approval by ACER. This consultation concerns the Proposal developed by ENTSO-E and representatives of the RCCs in accordance with the Regulation (EU) 2019/943 and in particular Article 37(1)(k) and (5) on the methodology describing the obligation of the RCCs to facilitate the regional procurement of balancing capacity.

What happens next

Following the public consultation, ENTSO-E will consider all received stakeholders' feedback.

Proposal for RCC task facilitating the regional procurement of balancing capacity along with the Explanatory document will be submitted to ACER for approval by 17 March 2023.
