Channel Splitting Rules in accordance with FCA Article 16
Overview
Following the entry into force of Commission Regulation (EU) 2016/1719 of 26 September 2016 establishing a Guideline on Forward Capacity Allocation (the FCA Regulation), Channel TSOs shall submit a proposal for the methodology for splitting cross-zonal capacity pursuant to FCA Article 16. The FCA Regulation aims at promoting the development of liquid and competitive forward markets in a coordinated way across Europe, and at providing market participants with the ability to hedge their risk associated with cross-border electricity trading. According to Article 16 of the FCA Regulation, the proposals for the splitting rules should be submitted by Channel TSOs to the relevant NRAs for approval no later than the submission of the capacity calculation methodology referred to in FCA Article 10.

To facilitate this exchange, ENTSO-E holds open, transparent on-line consultations on aspects that impact pan-European energy transmission. This public consultation is a key element of the stakeholder engagement strategy for delivering the Channel splitting rules.
What happens next
Channel TSOs will use the consultation feedback to develop the proposal. The amended proposal will be submitted to regional regulators for approval.
