All TSOs' proposal for amendment to include the upcoming BE-GB interconnector in the decision on capacity calculation regions

Overview

This consultation concerns a common proposal developed by all Transmission System Operators ("TSOs") regarding the amendment of Annex 1 of the decision of the Agency for the Cooperation of Energy Regulators ("ACER") on the determination of Capacity Calculation Regions ("CCRs") in accordance with the Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a Guideline on Capacity Allocation and Congestion Management ("CACM Regulation").

The proposed amendment requests focuses on very specific provisions of the decision on the CCRs so as to reflect the introduction of a new interconnection between Great Britain and Belgium ("Nemo Link") in one of the already decided CCRs, namely the Channel CCR.

To this end, this proposal for an amendment request is not intended to affect any other of the CCRs as outlined in the decision of ACER of 17 November 2016.

Why your views matter

In accordance with Article 9(13) of the CACM Regulation, TSOs can request amendments to the terms and conditions proposed. Such amendment requests should be subject to public consultation as defined in Article 12 of the CACM Regulation.

To fulfil this CACM requirement, and to get the input from stakeholders and market participants on this proposal, TSOs and ENTSO-E hold this open on-line consultation.

What happens next

All TSOs and ENTSO-E will assess all the comments received and use them to prepare the final version of the amendment request that will be submitted to All NRAs. According to the current planning, this submission will take place in June 2017.
