Baltic CCR Methodology for Splitting Long-Term Cross-Zonal Capacity
Overview
This consultation concerns the regional TSO proposal for the Methodology for Splitting Long-Term Cross-Zonal Capacity for the Baltic CCR, in accordance with Article 16 of the Commission Regulation (EU) 2016/1719 of 26 September 2016 establishing a guideline on forward capacity allocation (FCA Regulation). This proposal will only be applied on the bidding zone border between Estonia and Latvia bidding zones EE and LV, as long as there is an exemption according to Article 30 of the FCA Regulation to issuing long-term transmission rights on the other bidding zone borders within the Baltic CCR.
Why your views matter
We are seeking input from all market participants and stakeholders interested, including the relevant authorities of the Baltic CCR Member States, on the proposed Methodology for Splitting Long-Term Cross-Zonal Capacity for the Baltic CCR. As the proposal is subject to consultation in accordance with Article 6 of the FCA Regulation, the TSOs of CCR Baltic (Elering and AST) are initiating this open on-line consultation for a period of one month. Elering and AST are the only TSOs in the Baltic CCR that are subject to article 16 of the FCA Regulation, which is the reason why the other TSOs of the Baltic CCR are not listed as initiating TSOs for this consultation.
Additionally please note that Elering and AST must follow "All Baltic CCR TSOs’ Common Capacity Calculation Methodology for Long-term Time Frames in accordance with Article 10(1) of the Commission Regulation (EU) 2016/1719 of 26 September 2016 establishing a guideline on forward capacity allocation" (“Long-term CCM”) Article 10 regarding publication of data from that methodology. TSO should ensure that calculated long-term capacities for all Baltic CCR borders shall be published on ENTSO-E Transparency platform as soon as available after calculations but not later than foreseen according to Article 11 of Regulation 543/2013 and on Single Allocation Platform (“SAP”) according to Article 38 of FCA Regulation. Based on above mentioned the yearly Auction Bid Submission Period for year 2020 on Estonian Latvian border FTR would change in comparison with historical practice and would be in period from 25.11.2019 till 02.12.2019.
What happens next
After the consultation Elering and AST will carefully analyze and asses the received responses and assemble all views in a consultation report. According to Article 16 of the FCA Regulation, the proposals for the splitting rules should be submitted by Baltic TSOs to the relevant NRAs for approval no later than the submission of the capacity calculation methodology referred to in FCA Article 10.
