Amendments to the Manual of Procedures (MoP v3r5) of the Transparency Platform

Overview

This consultation concerns the Manual of Procedures (MoP) of the Transparency Platform (TP). The new release (MoP v3r5) includes amendments to the existing documents (Detailed Data Descriptions (DDD) and Implementation Guides (IG)) to better reflect the new requirements of the Transparency Platform.

This iteration v3r5 of the MoP has been developed mainly in response to the adoption of methodologies in the CORE and Nordic regions for long-term flow-based allocations.The MoP v3r5 proposals also include full integration of the Statistical Data Portal and Statistical Factsheet into the TP, and a number of editorial changes.Please refer to the below list (or DDDs) for the exhaustive list of amendments:

  • Transparency Regulation (TR) Art. 11.1.b Flow-based parameters extended to cover long-term time horizon
  • TR Art.10.1.a&b Transmission unavailabilities extended with two more publication modes in addition to revised NTC: available & installed capacity OR impact on net positions
  • TR Art. 13.1.a&b Redispatching and Countertrading: adding publication of “connecting TSO” 
  • Electricity Balancing Guideline Art. 12.3.k Algorithms: FCR added
  • TR 12.1.h Allocations with 3rd countries: merged into TR 12.1.a
  • TR 17.1.g&h Imbalance prices and volumes: only “intermediate” and “final” status supported
  • European platforms' Implementation Frameworks - Elastic demands: extended to cover also aFRR
  • Statistical Data Portal and Factsheet incorporated into TP
  • Various editorial changes & improvements.

 

Why your views matter

According to COMMISSION REGULATION (EU), No 543/2013 also referred to as the Transparency Regulation, ENTSO-E shall update the Manual of Procedures, when necessary, conduct an open and transparent consultation with stakeholders, and submit a draft to the Agency for the Cooperation of Energy Regulators (ACER) for its opinion. Later, ACER will issue a formal opinion on the MoP amendments. Therefore, we are following the defined procedure by the regulation and seeking input from stakeholders and market participants on the new release proposal of the Manual of Procedures.
